Database Analyst – $80k to 90k
Supporting the MOC, located on gov’t site at CNAL in Norfolk, Virginia
Secret Security Clearance Required

KEY ROLE:
Supports Commander, Naval Air Force Atlantic (CNAL) Military Operations Center (MOC) by gathering and analyzing data, organizing, and documenting findings of studies, and prepare recommendations for implementing new systems, procedures, or organizational changes. Collates information into meaningful reports and presentation material. Develops monthly metrics data, review and analysis geared toward improving business processes. Performs data management of database tables, data elements, reports, and other entities contained in reporting systems. Analyzes project requirements including program scheduling, critical path analyses and project support/resource requirement determination. Fully participates in impact studies, cost/benefit analyses, dependency models, and employs appropriate project tracking methodologies.

Basic Qualifications:

-Active Secret Clearance
-Experience with Naval Aviation databases, including OOMA and DECKPLATE, Continuous Monitoring Program (CMP), Aviation Management Supply and Readiness Reporting (AMSRR)
-Advanced experience working in MS Excel related to importing daily/weekly/monthly data sources, running pre-programmed macros, and relaying issues experienced to development team
-Familiarity with using macro-enabled, MS Access databases
-Ability to generate professional content for MS PowerPoint briefs that are shared fleet-wide (to include Flag-Level Leadership)
-Proven to be detail oriented and possess excellent listening, written and verbal communication skills
-Bachelor’s degree in a related discipline from an accredited college or university
-May require availability outside of normal business hours for staff support

Additional Qualifications:

-A Journeyman level person has 3 to 15 years of experience and a BA/BS degree in a related field. A Journeyman level person typically performs all functional duties independently. 6 years additional work experience in a related field may be substituted for a Bachelor’s Degree. Associate’s Degree plus 4 years additional work experience in a related field may be substituted for a Bachelor’s Degree
-Work toward a master’s degree in related discipline from an accredited college or university is to be considered favorably
-Experience as a Naval Aviation Maintenance Administration (AZ) or a Logistics Specialist (LS) Logistics Manager or Logistician is desired
-Familiarity with validating outputs from Data Visualization tools (i.e. Tableau, Power BI, etc.) with the raw data source(s)
-Knowledge and use as a developer of Tableau, PowerBI, QlikSense or other similar visualization tools
-Experience with the use of SharePoint 2013/2016/2019/O365 site collections
-Intermediate knowledge level of currently-used programming languages (i.e., Python, R, SQL) and intermediate programming skill and ability. Experience in MS SharePoint, Power Applications, Excel, Access, and VBA

Database Analyst, Journeyman: Responsible for designing, developing, modifying, and troubleshooting software programs to include desktop applications and computer-based Information Technology IT systems. Shall design, develop, modify, and troubleshoot databases and programs; correct database and program errors using methods which include modifying program or altering sequence of program steps; analyze, review, and/or rewrite databases or programs to increase operating efficiency or to adapt program to new requirements to include web hosting of metrics; compile and write documentation for database and program development and subsequent revisions; and train users to use databases or programs. Compiles and writes documentation of program development and subsequent revisions. Trains operators to use programs. A minimum of four (4) years of direct experience in the applicable concentration area required and as defined in SOW 5.7 and as it relates to the NAE Team (SOW 2.0) as defined in Section J-Attachment 2 “NAE Workforce Qualifications Staffing Plan” for the corresponding position.
